The zoning ordinance section of the City of Holladay Municipal Code - Title 13, regulates the use of land plus the location and height of structures. Zoning review is a checklist process and when required applications are forwarded to the Planning Commission. Appeals from zoning decisions by staff are appealable to the Board of Adjustment.

On January 9 the City Council passed the ordinance Amending Various Chapters of Title 13 of the Code of Ordinances of the City of Holladay Pertaining to Definitions of Single Family Residential Zones, Multiple Family Residential Zones, Planned Unit Developments, and Supplemental Conditions
