Planning Commission Update- November 22, 2005

Work Meeting presentation by Dan Lofgren- Lucadia Development on proposed Holladay Village Center Concept Plan.
The Commission agreed that the concept plan seems to be in keeping with the goals of the master plan but agreed that there are still a lot of issues to work out including the adoption of zoning standards for the HVC zone. Mr. Lofgren hoped that the process could be identified very quickly and the public input portion of the planning process could begin in January. The Commissioners asked Mr Lofgren to come back at their December 6th meeting and plan to spend a couple of hours with them.

Agenda Items

1. Woodruff Cove Sub- This is a lot split request at the end of 6060 South. The plan includes dedication of half of a cul-du-sac.
The Commissioners continued this item because there were some issues with the property lines and they weren=t comfortable that there is a legitimate building pad on the east lot. They didn't agree with the way the applicant had interpreted the setbacks. They also had a problem with only getting half of a cul-du-sac. They will hear this again when the issues are resolved by staff.

2. Highland/VanWinkle Annexation Area
The Commissioners discussed the Pancho Villa site again and agreed to recommend the R2-10 zoning. They discussed uses on Highland and agreed to keep the TR district thinking that few properties along that busy street would be developed as single family homes on large lots. They thought that the R1-4 zone on the south end of Highland should be included in the R2-10 zone. Staff will make the last corrections on the maps and text and it will go on the December agenda for a recommendation.

3. Residential Facilities for Disabled Persons Ordinance
The Commissioners had a brief discussion on the impacts to the greater community by the amendment of the single family definition. They agreed that this will allow for more people to share apartments or homes but agreed that this shouldn't cause too much of a problem. They voted to recommend adoption of the language.
