March 18, 2010
Resolution 2010-12 Allocating CDBG Funding for the 2010-2011 Fiscal Year
The Council allocated the maximum of $7,791 in “soft cost” funding to agencies that requested funds. Due to the federal parameters for “hard cost” funding, the City retained around $34,000 in hard cost funding for annexation and traffic studies, as there were not enough applications to award the full amount.
Resolution 2010-13 Amending the City of Holladay General Plan Pertaining to the Village Center Plaza – Exhibit I
The City Council passed this resolution by a 5-1 vote. The Council voted to adopt the amendment to the Plan, as shown in the conceptual drawing, with the following specific clarifications and modifications:
(1) The hard surface area of the plaza is intended to be constructed upon the historic Holladay Boulevard right of way, and no buildings in the adjacent development shall be permitted to encroach upon that historic right of way corridor.
(2) The planters shown on the hard surface area of the plaza are intended to be raised planters, to measure approximately 5 feet by 10 feet, and shall be oriented in a north-south direction so that they are parallel to the hard surface plaza area.
This public process began back in November 2009 with several meetings, Public Hearings before the Planning Commission and City Council, and open houses. Although the City owns the plaza property, it is 93 percent federally-funded with contractual obligations attached. Funding is currently at risk if the project does not commence. This Master Plan in a conceptual plan, it is not binding and can be modified. The plaza is a separate conceptual plan from the final site plan for the NW corner of Holladay Boulevard and Murray-Holladay Road that is currently under appeal.
