Budget Message 2011

After significant discussion on all parts of the budget over the last several weeks, the City Council approved the 2011-2012 budgets. This year’s budget doesnot include any tax increases. We forecast revenues and expenses of $11,419,986, with 758,571 going to capital projects.

We continue to see revenue decrease; we anticipate receiving about $550,000 less revenue than we did last year. Sales tax, which generates about 25% of the total funds upon which the city operates, is down again. However, the rate of decrease is down compared to last year and we are seeing some months that are actually above last year’s revenue. The City trimmed as much as possible in the General Fund; this budget funds just the basic day-to-day operations of the city. Contracts with United Fire Authority, United Police Department, Salt Lake County Public Works, Salt Lake County Animal Control, City Engineer, and Building Inspector, have not increased and in some areas we have negotiated lower contract prices. The public safety budget is the largest portion, about 45% of the budget, or a little over $5,000,000.

Once again, the largest decrease is in the Capital Fund Budget. This is where the city funds one-time projects such as sidewalks, trails, storm drain projects etc. This year will be very tight with funds and projects. On the bright side, there are several indications that we have hit the bottom and we may start seeing an increase in some revenue sources.
