CITY OF HOLLADAY PLANNING COMMISSION UPDATE
January 18, 2005


1. Consent Items
1.1 Approval of Minutes -Minutes were continued at this time.
1.2 The Commission set a public Hearing for February 15, 2005, 6:00 p.m. to make a recommendation to the Council to amend the General Plan and Rezone the properties in the North Holladay Annexation area

2. Agenda Items
2.1 Final Plat -04-1-10 -Holladay Highlands No. 2 Lot 5 Amended - 5441 S 2900 East - This is a request to amend the above lot to create an additional lot. The PUD approval was granted at the December meeting- This was a statutory hearing only. There were no public comments on this item. The Commission granted approval of the plat amendment.
2.2 Preliminary Plat- 02-2-25- Cottages of Holladay - 2052 E 4500 S - This was a request for an extension of the time for recording a final plat. The preliminary plat expired in October- Also, the applicant was asking for an amendment to the height requirements of the conditional use that was approved in September of 2003. They wanted to have a 26 FT maximum height, instead of the 1½ stories that was originally approved. The Commission granted the extension and amended the conditional use to read “a maximum height of any structure to be 26 Feet.
2.3 Ordinance - Chapter 13.15 - Tree Protection Language- This item was continued for further study.
2.4 Recommendation- Holladay Boulevard Cross Section- The project at 4900 South Holladay Blvd has been working on a proposed cross-section for the street and trail in front of their project. Mr. Millard has brought the proposal to the Commission for their review and recommendation. This cross-section demonstrates three possibilities along this section fo Holladay Blvd but could be used as a model for the rest of the road. Mr. Millard would like to send this to the City Council for their approval so the developer can precede with his project. The Commission discussed the proposal and agreed that two of the three cross-sections were excellent solutions for the trail. They agreed that the third needed a larger buffer between the trail and the street. Mr. Millard felt that this could be changed in a couple of different ways to help the security of those on the trail. Commissioner Diedrich pointed out that the trail needs to be accessible at many points along the street and in particular wherever there is a cross-street. The Commission made a motion to recommend the cross-sections with the discussed amendments and to send this recommendation along to the Council and to urge them to consider installing the trail cross-section all the way to Murray-Holladay Road at the same time the storm drain project is constructed.
