5:00 p.m. Briefing Session & Work Meeting (The Council will be eating dinner in the Olympus Room during the pre-meeting discussion beginning at 5pm or as soon thereafter as possible)
PUBLIC NOTICE IS HEREBY GIVEN that the Holladay Municipal Council will hold a City Council meeting in the Council Chambers beginning at 6:00 p.m. It is possible that a member of the Council will be participating by electronic means. The Council Chambers shall serve as the anchor location.

III. Public Comments
(the public is invited to address the City Council on any subject for three minutes, five minutes for a group spokesperson, additional time allotted at the discretion of the chairperson. Comments which cannot be made within these time limits should be submitted in writing to the City Recorder prior to noon the day before the meeting so they can be copied and distributed to the Council.)
VI. 2010 Audit Report –
The Council will hear from the city’s auditors regarding the annual audit report
V. Consideration of Ordinance 2011-03 Granting an Electric Utility Franchise and General Utility Easement to Rocky Mountain Power
The Council will consider extending the expiring easement agreement with Rocky Mountain Power
VI. Consideration of Ordinance 2011-04 Amending the Zoning Map for the City of Holladay Regarding the Property in the Area of 3900 S and Woodside Dr on the East Side of Highland Dr from C-1 to C-2
The Council will consider rezoning the commercial zone in the Northwest corner of the City from Commercial 1 to Commercial 2 zoning
VII. Consideration of Resolution 2011-06 Selecting a Mayor Pro-Tem
VIII. Consideration of Resolution 2011-07 Appointing a Member of the Council to the Association of Municipal Councils
IX. Consideration of Resolution 2011-08 Authorizing the Establishment of the City of Holladay Education Scholarship Program
after having held a Public Hearing, the Council will consider establishing six $500 scholarships for one male and one female student from each of the three Senior High Schools serving Holladay.
X. Consideration of Resolution 2011-09 Granting or Denying the Appeal of the Preliminary & Final Site Plan Approval of Holladay Village Located at 4680 S 2300 E
The Planning Commission approved on January, 26 2010, submitted by Holladay Village Associates/Cowboy Partners (the “Developer”) for a mixed-use project located at 4680 South 2300 East. This decision was appealed to the Council and has been under evaluation for the past year.
XI. Discussion and Possible Decision Regarding Site Plan for 4680 S 2300 E
(this agenda item will only be considered if Resolution # 2011-09 denying the appeal is approved) The Council will give direction to Cowboy Partners about developing the parcel at 4680 South 2300 East

On Tuesday, February 15, 2011 at 10:00 am a copy of the foregoing notice was posted in conspicuous view in the front foyer of the City of Holladay City Hall, Holladay, Utah. A copy of this notice was faxed to the Salt Lake Tribune and Deseret News, newspapers of general circulation in the City by the Office of the City Recorder. A copy was also faxed or emailed to the Salt Lake County Council, Cottonwood Heights City and Murray City pursuant to Section 10-9-103.5 of the Utah Code. The agenda was also posted at city hall, Holladay Library, city internet website at www.cityofholladay.com and state noticing website at http://pmn.utah.gov.
