Holladay City

The City of Holladay incorporated in December,1999 and adopted its own zoning ordinance in May, 2000. All land use decisions are now made by the Holladay City Planning Commission and City Council. Following is an overview of the process for those developing or redeveloping property in the City.

All subdivision, conditional use permit, site plan review, rezone, ordinance amendment or general plan amendment applications require a completed development review application and payment of the appropriate fees. Applications are accepted by the Community Development staff Monday thru Thursday and will be assigned a project number according to the order in which they are received.

For rezones and zoning ordinance language amendments, the application must be received by the monthly date adopted by the Commission ( available from staff). General Plan amendments are accepted for review three times each calendar year, January 15, May 15 and September 15. Changes to the text of the subdivision ordinance must be received four weeks in advance of the Planning Commission hearing. All other applications will be reviewed by staff and the appropriate preliminary recommendations requested. All preliminary recommendations must be returned to staff 15 days prior to the item being placed on the Planning Commission agenda.

Conditional use permits, subdivisions, and site plan review matters heard by the Planning Commission require notification to all property owners within a 500 foot radius of the project. Staff will notify these property owners by mail a minium of 10 days prior to the meeting. Applications to amend the General Plan and Subdivision Ordinance text changes are public hearings and will be noticed in the newspaper and posted a minium of 14 days in advance of the hearing.

For all non-residential uses in a residential zone the applicant must hold a neighborhood meeting prior to submitting an application to the Planning Commission. Written documentation including a roster of names with addresses of those attending and a copy of the minutes of the meeting should be submitted with the application.

The Holladay City Planning Commission meets the 3rd Tuesday of each month at 6 pm in the City Council Chambers at the city offices, 4707 South Holladay Boulevard. All applicants or their agents are required to attend the Planning Commission meeting. Preliminary and final approval of subdivisions and conditional use permits are granted by the Planning Commission.

The City Council grants final approval on General Plan amendments, zoning requests and amendments to the language in the zoning ordinance. General Plan amendments and zoning decisions require a public hearing with the City Council. These matters will be placed on the City Council agenda at the first available opportunity. At no time will the hearing be held sooner than 21 days after the matter is forwarded from the Planning Commission.

The Holladay City Council meets the 1st and 3rd Thursday of each month at 6 pm in the City Council Chambers at the city offices, 4707 South Holladay Boulevard. All applicants or their agents are required to attend the City Council meeting for matters forwarded from the Planning Commission.
